It can do both. The game is incredibly deep and competitive (to the level of the fan favourite fighters), but it can also be just a fun party game.

If an aspect of the game is uninteresting, then it's due to the developers writing it incorrectly. There are plenty of parts that were flat out boring in DA2, and I skipped them happily.
