Sure it is. Why wouldn’t it be? I move over and let faster traffic motor on by all the time no matter what speed I’m going. If there is a huge line in both lanes, and I’m in the right, I’ll jump over to the left, speed up to the flow of traffic, and merge back over and slow back down when I can..
