Yeah, I’m aware that C4 is quite stable. I figured terrorists would likely be using something homemade and less stable (likely made by someone who doesn’t really know what they’re doing). Admittedly I have no idea how stable homemade explosives or explosive devices are.
Everyone knows the safest way to disarm explosives is to shoot them. They definitely won’t explode if you do that. I promise.
