Discontinued by the factory, but I would think still available as a paint, given that those “late 2010's BMW M6s and current M3/M4" used them, and if they had a fender bender or otherwise needed painted, BMW would paint them accordingly.

I mostly agree with you, though I think the point of the article is, to have a stipulation like that which is so absurd, that most (all?) people would never even consider having to look thru the by-laws to pinpoint that little nugget.
