Give it an app. Password enabled on the parents cell phone. Build in geofencing, allow limiting speeds, acceleration rates, other safety parameters all customization on the fly by the parent.
I’m liking the concept. I think going electric might be the way to go though, it really simplifies a lot, especially different body styles, as you could bring the whole “skateboard” concept to life in the small scale. I’m thinking like a car battery or an array of 6 motorcycle batteries, perhaps 2 or 12 for a top tier…

I agree with all of your points, except that Condition 1 I’d argue isn’t possible with striker fired passive safety guns such as any Glock or P320. It’s either Condition 3, or Condition 0, with no middleground, due to there being no way to decock, and no safety to manually engage. Striker firearms with a manual safety…

Modern striker fired handguns (Glock’s, M&P’s, XD’s, VP9's, P320's, etc.) are designed to be carried with a round chambered. This is considered normal nowdays, I’ve not met a firearms instructor in the last 5 years who advises carrying without a round in the chamber.
