Oh, I agree that it's definitely a lowest bidder issue. There are a LOT of parts of all cars that suffer the same quality limitations, though not all of them fail at the same rates (or within a reasonable lifetime). Cars are most definitely not designed to a specific lifespan like a lot of people think.
Looks like a GMT800 cluster to me. Shame you had problems with the drivetrain. That was the best part of the ones I have owned. The rear disc brakes and evap modules caused me more grief than anything else.
It's annoying and seems like it would be a big deal, but all 6 of those dials use exactly the same servo. Times how many vehicles GM has produced with dials in the last 15-20 years? You can have that entire cluster fixed in 2 days for $65 with shipping. It's a really easy job if you are pretty good with a solder…

I am not a turbo guy (but have been around plenty and have studied thermodynamics), but my understanding of the blanket isn't so much to protect the compressor from radiant heat as it is to protect the engine bay. Also, keeping the heat in the turbine as much as possible makes it as efficient as possible.
