Plus, some cars (usually European luxury ones, but Volkswagen’s Golf too) actually tuck the wipers slightly below their usual resting place when the engine is turned on, for better aerodynamics and to reduce air drag noise. When you turn off the engine, they come up slightly so that you can lift them if necessary.

Yes and no... In a condo you have HOA fees which cover much of that upkeep for the general building elements (boiler and sewer and exterior repairs) but that gets factored into the bank’s mortgage qualification calculation when you purchase along with insurance and taxes.

I would argue that the HOA fees you probably have in that condo should count toward the maintenance because that’s where most HOA money goes.
