It all depends on the definition of how corrupt and/or oppressive a regime is, doesn't it? I would consider regimes that pocket funds themselves and those that slaughter their own people with tanks indiscriminately as both corrupt and and oppressive such as Mubarak's, Assad's, Saleh's, etc.
