I vaguely remember it, but I only watched it a year or two ago. I mentally wrote it off because I had no idea how the general public felt about Kathy Griffin when it originally aired.

He *was* awful precisely because he is “boring as fuck.” He’s just there. It doesn’t matter that his character turned out to be an okay person; his character was in no way worthy of sharing that much screen time with Scully and the actor was in no way a match for Gillian Anderson. I spent three or four years watching the series on Netflix only to give up halfway through S9 because I cannot summon a single fuck to give about Agent Doggett. Seriously, that shit was more of a letdown than the last season of “Lost.” I think the writers’ table should have been set on fire after that.
