I think all 911 calls are automatically routed thru cell towers, regardless of how they originate- that way they can get your exact Long/Lat. Hence the access fee.

handling over to Wi-Fi has already been invented. I use Republic wireless, and that's pretty much their backbone. Start a call on Wi-Fi and it'll seamlessly handover to cell if/when yow outside your Wi-Fi range. And vice versa. It's a hardware modification. Probably around the same lines that the iPhone 6 claims to do
