Hmmm. It's a reasonable argument but I'm not sure I entirely buy it. For one, anti-piracy and drug interdiction sound like a good job for a Coast Guard cutter, like one of the new ships developed for the Coast Guard IDS program. Not sure why the navy needed another design (not to mention two!).

Very true. I wasn’t trying to slam your advice, which is good - just wanted to point out that it’s just a starting point on the way to “perfect” form.

Actually, proper form demands more than just pushing down and pulling up. Ideally, you should be continuously and smoothly spinning the cranks through their entire rotation (i.e. that also includes pushing the pedal forward at the top of the stroke and pulling back at the bottom, and everything in between).
