There is an expectation that those making >90k should have enough capital to set aside $$ to weather the storm also supporting a family of 5 on 100k a year? Seems tight unless you live in Nebraska or somewhere where cost of living is zilch.

Modifying cars can happen through use. I’m thinking by not maintaining the car that you break emissions laws. A dirty air filter or worn plugs, belt or chain, a faulty egr or O2 sensor, etc can cause emissions to increase and the engine to lose performance. How many people let regular maintenance slip? 

Oh no! I'm running an egr delete on my mustang! Should I have to pay a hefty fine because some people are worried about emissions!? Fuck outta here with this bullshit. Recall this when some “Right To Repair” opponent says that preventing access to the schematics, part numbers, part purchases, and diagnostic tools and software would prevent this from happening.
