I think that's a bad idea and I personally would hate it. I'd much rather people dive out of the way and keep the action flowing that stop and reload every time the AI gets in the way when I'm about to complete a chase or whatever.

There's one reason this game is better than anything that has come out since then. Its story. The writing was incredible, nowadays they put so much emphasis on the graphics and "features" that they completely overlook the only reason a game stays in our minds forever.
