That lies way beyond this discussion, and has to do with the rate of violent crime in inner cities. I was a public defender, and my values were formed there. I despise racism. But you have to deal with a sociological reality I call the Great Indigestible Fact, sociological and historical, not racial.

How about complete fiction? We are not talking about a token minority here or there, but police forces in which the representation is substantial, sometimes even the majority? Representation of that type transforms the instituion, and so it is doing.

The NYPD is over half minority, about 20% Black, 30% Hispanic, and a smattering of others. The LAPD is also more than half minority, the largest single ethnic group being Hispanic. Baltimore is 55% African American. Cleveland is about 44%. You can obtain these figures from various sites around the Net
