That looks like a 1949 Packard. My Granddad had one and they had the coolest neon like instrument panel lights. That is all I remember about that car, other then it moved in a slow and stately manner.

Just my thought, but cars of the 1970s with their battering ram bumpers probably fare better in low speed bumps compared to modern cars.
