The best way to tell is by looking at the car's VIN. There are certain three-character designations in the Crown Victoria's VIN that tell you what the car is. The descriptions below are accurate as of 2002+; the designations meant different things and certain ones weren't used before '02.

2006-2011 Ford Crown Victoria. It is not the extended wheelbase version.

Someone put together the cheapest one of these things that you can. It's a shame that crank windows, sealed-beam headlights, and a bench seat with a column gear selector aren't options for a fleet model or something along those lines.

This is one of the weirdest lightbars I've ever seen. The photo doesn't appear to have been taken in the States, so perhaps that's why.
