Just because that’s their home state/country age of consent doesn’t mean it took place in either location. US State law on consent is a mess, with many states also having 16 years as the baseline and many having various “close-in” exemptions as well.

I suspect it's simply that she shoots her scenes for several of these assembly line Marvel movies, and when the films come out about 3 years later (after being thouroughly CGI’d), who can remember one from the next?
