Why even have comments if the authors don’t bother moderating them?

I wish I could get my own dogs to stop barking (except when fishermen pass by in their boats - I live on the water and don’t want anyone else fishing my spot, which is the bayou that runs past my backyard, so I want them barking and threatening the fishermen).
