I read it as Rudy Giuliani seeing it being more profitable staying in the private sector while having Trump’s ear.
Also, Trump was verbally kind to Bernie and professed outrage on his behalf. No opposition research, Wikileaks attacks, or Russian hacks were released against him. This would likely not have been the case if he had been the Democratic nominee.
