The other thing I've always wondered is what forms the power over the properties. Is there some mechanism by which houses can be added and removed from an HOA? What actually legally binds the houses HOA together? Is there something that keeps someone from buying a house that is in a HOA but not signing the HOA

Since when does Illinois have points? I've gotten all sorts of tickets and never heard anything about a point system. Also, I don't see anything about it on the Illinois DMV site, except for calculating the severity of suspensions.
