Yeah, Charles, Oliver, and Mabel just assumed that the person they were talking to was Detective Williams, and the person on the other end of the line was perfectly willing to let them keep believing that to be the case.

She pointedly tells Charles that she absolutely did not text him. It was him just not believing her. There was no “killer using Detective Williams’ (DaVine Joy Randolph) phone”.
