All I really know is I’ve seen whole stations shut down while they replace the pumps to upgrade them.
Some banks will do that. Mine never has. My friend once had a card that did that once. However, when that card ended getting compromised again they didn’t.
Legally speaking they don’t have same protections, but Visa/Mastercard typically extend the same protections as long as the card is run as credit card (which is more expensive for the merchant though).

Not in the United States. As the article explains, gas pumps were exempted from laws requiring EMV due to how expensive it would be (they have to replace the whole pump, not just the reader). That exemption runs out next year though.

I can’t really give a percentage since I tend to go to the stations I already know have them but I do know they more common now in my area than they use to be. There’s not much you can do to at the gas pump except avoid paying at them. Your best option is to walk into the gas station and pay at the register, where you’ll be able to use a chip reader if you pay with a card.
