It was the UAC - it has to be turned on. Enter TweakUAC - a great little utility to leave on the UAC, but not allow any of the popups :)

I think it's a bug. I'm running a pretty clean install of Vista 64 bit. In a bit I think I'll make a standard user account and try running it from there.
