I get why it failed. The Macarthur Causeway is the main route between downtown and Miami Beach. It gets super congested during commuting hours as it is. Closing it for a few weeks leading up to the GP would be a royal cluster for everyone in the area.
IMHO they should put one in the Bos-Wash corridor (update Watkins Glen?) and one in California, which is the hub of American car culture these days. Laguna Seca would be an epic race, though I understand the local NIMBYs are super pissy these days. Sonoma is another possibility.
