I meant more of to verify to “the user” that they themselves entered in the correct location. If I typed in a Zip for a place in NY and the program uploaded the info for somewhere in Texas I would then realize I typed the wrong Zip.

I always just assumed that having to put in the City/State is just to verify that your zipcode is the right location (read: not a typo)
