It seems to me that these crimes are often committed by people who are not students at the schools. How is a clear backpack going to solve that?

I know. I ride transit to work and it amazes me how frantic people are on their phones. Occasionally I will glance over and see that they are furiously scrolling through pictures, commenting on social media or texting. Personally, I use the time to read a book or do a crossword puzzle, but to each his own, I suppose.
