Eh... Summer tires get really hard and non-grippy around 45 degrees, becoming kinda like pucks to drive on.
So if you live in an area that gets below a certain temperature threshold, regardless of snow or not, winter tires are a must.

I say everyone get winter tires anyways because they're all shitty drivers and I would rather have them not lose control on the day of snow that we get than losing control on that day.
