Lots of 8000rpm engines exist that make emissions and last 200K miles. Take a look at damn near every Honda 4 cylinder engine ever made. A lowly civic Si from 2006 was almost 100hp per liter in an econo box sedan. If you want to talk about specific outputs, Honda has had a 120hp per liter back in 1999. yep 1999.
