Except you have it backwards. The government will not be seeking out these fighters, they will be defending military bases. If their whole goal is revolution, they have to take over military bases. The government is the occupier here, and the insurgents the invaders.

Incorrect. I never even played the storyline back when the 3D era games came out. As a kid, I just wanted to drive cars and cause mayhem. I only played the actual story mode of the original 3 Renderware games AFTER V came out. So there are no rose tinted glasses here.
