"We regret the incident occurred and we express our sympathy to the family" would be the most honorable response for the St. Louis Police Department, or any police department and officer, to make about the Ferguson conflict.

No, it's legal statewide. Any local ordinance requiring women to cover body parts that men are not required to cover is unconstitutional and should be challenged. This does not of course apply to private property, but a hospital of all places should respect breastfeeding.

I seem to recall from my years in Austin that Texas law does not criminalize bare female breasts in public. Which makes this incident even stranger to me.
