Also, you’re not thinking of this correctly...the engine is designed to make 1023 hp on 100 octane and with all other parts installed. For street use, it gets knocked back quite a bit. Not anything at all…

That’s called stability control, a feature this car has, but can certainly be turned off.
Doubt it, there’s absolutely no way to enforce that at all. They could use GPS, I doubt the customers would be a fan of that, also that’s still not 100% reliable.
