It sounds like a similar problem that we had in the US a few years ago. We had a really hot summer. The cows would drink but they wouldn’t eat, so the milk they produced didn’t have much cream. At the same time, everyone wanted ice cream because it was hot, so the price of cream and butter went through the roof.

Where’s the powdered milk coming from, though?

I imagine it being used in commercial production of sauces, desserts, etc.
