Oh no they do not! Pedestrians only have the right of way in controlled intersections and crosswalks. Even then, they aren't supposed to unnecessarily delay traffic.

And if you randomly run across a busy street, you deserve to be hit. Being a pedestrian doesn’t magically make you blameless or give you the right to be an asshole.

It’s that kind of attitude that contributes to more accidents. Nobody has the right of way. What everyone does have is the responsibility to ensure their safety and the safety of those around them. As a driver, you have the responsibility to operate your vehicle safely and remain aware of what is happening around you
