You’re right, the DNC should have had it more secure. That doesn’t mean that the Sanders campaign shouldn’t have reported the breach immediately, even if they had previously reported one.

When you get access to a product like the VAN, you sign a user agreement, and that user agreement doubtless points out that you can’t use the product to access information that other campaigns append to the file - meaning voter ID’s. And also very likely spells out the punishment if you violate the agreement.
