You can’t turn the phone off from the lock screen. It has to be unlocked. This vulnerability would allow someone to turn on airplane mode which would disable “find my” and then they could poke around to their hearts content trying to get into the phone for as long as they like. You can only do it on the lock screen if you’ve specifically allowed control center access when locked. Generally that’s a bad idea. If your phone gets stolen, allowing control center access on the lock screen means the person who nicked your phone can easily go into airline mode and neutralize any attempt for ‘find
