Even if there were a full steering wheel and pedals in the car it would still be drive by wire rather than mechanical linkage. So I would assume that even if there were a driver using manual, the sofware would be evaluating the safety of the commands and would override the user if the vehicle were being driven poorly.

Actually the most likely need for “manual” would be if the camera or GPS broke. It would be effectively blind. You would have an otherwise functional car that could be driven by a licensed driver.
