I think they meant DLC like the hair stuff and extra weapons. They still intend to charge for expansions.

IIRC they said a while ago that all DLC will be free. CD Projekt are extremely consumer friendly like that in this day and age.

Edit: nevermind, that was in reference for other DLC. These expansions will cost additional monies.
