Unfortunately I don't have a Mini nor have I really used one so take my suggestion with a grin of salt: If you already have a smartphone, you may want the 10" tablet. My reasoning is that you've already got small covered, might as well get big covered, too.

I feel there is almost no reason to get the iPad Air at all. I own a first gen iPad and a 2012 Nexus 7, and I've used an iPad mini (at a friend's house). Of all those form factors, the iPad mini was easily the most comfortable.

Not sure I agree about the mini "burning money" - it's $100 less than a full-size ipad, which seems a decent trade-off for the size. If you compare ipad mini to other 7" iPads, sure it's a lot more expensive. But compared to the larger ipad it's actually a good deal, if the size fits your needs.
