Well, no, the City of Detroit could probably sue as plaintiff in a foreign jurisdiction (Peru) depending on that locale’s laws. However, I don’t believe that Detroit could take a default civil judgment for money from the state of Michigan and enforce it in a foreign country.

Sorry, but Autojunkie’s right. I drove by that facility every day when working at GM’s Detroit-Hamtramck Assembly plant (now Plant Zero) during the first Chevy Volt launch. It was due for razing and repurposing the land then.

Unless you’ve ever been to the facility, you would understand why that could never happen. Detroit finally demolishing it is the right thing to do.
