I think you’re missing my point. Covering fire works only if you are OK with killing the people you’re trying to keep suppressed. Those people aren’t ducking behind cover for fun- they’re doing it becuase they’re scared of getting shot. If they’re not scared of that, they don’t take cover and you’ve got nothing.
