Totally agree here. Sometimes the expensive policy is the most cost-effective policy.
I read something to that effect in FastCo in the days after Hurricane Sandy; apparently the city thought it was too expensive.
Well I can't speak for some of the other systems, but "Random Service" for the G line in NYC is about as correct as you can get.
Use it is very different from replace or trade in my current device. Even if it is a Windows Phone I'd probably be hesitant to trade to BlackBerry. Even the Z10.
