Same thing happened to us about 3 years ago. Approved at a great rate from the credit union (2.49, IIRC) and the dealer was able to beat it by a half-point.

The 2.2 available pre-2000 didn’t have the head gasket problems that plagued the later 2.5.

Depends on the state. Where I live, I have to take paperwork to the DMV myself, pick up my tags, and pay sales tax there, so any “doc fee” covers filling out an application for title and a bill of sale. I might pay ten bucks for that.

Last time I checked, the University of Missouri was an agency of the State of Missouri, i.e. THE GOVERNMENT. Tax funding, employees eligible for the state employee retirement system, etc., etc.
