Exactly this. My company is subject to federal DOT testing rules, so basically everyone is subject to those rules, regardless of the state they live in. Executives should be subject to the same drug testing requirements (then they might change).

Opt In” really needs to be legally required. I’m sure these companies would just bury it in 1000 pages of legal text, but it’s at least a start. 

Cars don’t have to pass crash tests to be legal, pretty sure they just have to get crash tested (even that depends on the year manufactured). Last I checked, it is legal to sell a car that is terrible at every crash standard, so long as design stuff like the headlights, mirrors, etc. are included as required.
