Yup, that’s why a lot of rural roads have signs that say no dumping. While walking a rural utility easement I once came across a small-house-sized pile of garbage that I assume was someone’s personal dump. It’s not shocking to see full garbage bags on the side of back road highways.

That you actually need 4wd in most parts of the country. My Veloster did fine in the far west suburbs of Chicago and site visits all over northern IL every winter. Snow tires > 4wd.
