they won’t do that as it would mean performance of the console/os is variable depending on the users choice. by wholesale removing it they can redirect that processing power and make it available for say games as default - and the uniformity of the console platform is maintained.

some of us (eg. here in NZ) still dont have xbox voice commands. it’s a feature that never made it to our version of the OS (and that’s the same with Cortana on Windows10. Still don’t have it in our region.)
