Niantic should really adopt user research and usability testing. This just seems like edicts handed down from on-high with the expectation that it will somehow improve gameplay.
I would argue a salary cap could work in that it would make sponsoring a team more likely to result in a win therefore bringing in more sponsors.

Also why designer pay and demand is skyrocketing. Those of us who know what we’re doing know how to utilize research, usability testing, and hypothesis experiments to tease out the user’s actual needs and how to meet them while creating business outcomes.
One of the biggest responsibilities as a designer is understanding that the user doesn’t always know what they need or want. Doing exactly what the user tells you doesn’t lead to a good product. However listening to, researching, and observing a user can surface insights the end user wasn’t even aware of.
