Ferrous metals are really the key. Like Nickel, Iron, and Cobalt. Without those, manipulation of electromagnetics are not likely. That would exclude them from developing quite a number of technologies.

The real question is, would there be enough metal laying around to be useful? While wood and stone tools might be pretty useful, there's no hope of us communicating with them if they can't gather enough ferrous metal to make an antenna.

It doesn't mean the event never happened, just that you wouldn't be able to see it happening. Time still exists. The wording of the article is a little tricky... there is no missing time, just a short amount of time where something can go missing.
