It doesn't mean the event never happened, just that you wouldn't be able to see it happening. Time still exists. The wording of the article is a little tricky... there is no missing time, just a short amount of time where something can go missing.

In regards to the Foundation question; Yes, however there was a long span of time where the Galactic Empire ruled with peace for a really long time. In fact, later in the series, warfare became something that kinda had to be rediscovered and relearned. Even then, the Foundation was established to bring down that 30K

They really need to come out with that futuristic Sci Fi version of things like: buffing floors, scrubbing toilets, doing paperwork, sitting in commander's meetings, inspections, picking up trash, doing PT, completing endless amounts of computer based training, and other menial tasks... cause... that's what you do 75%
