Actually it can be easier then this. Just get one or two people in the neighborhood to drive around really slowly. Cars that are using wazes would get stuck behind them and legitimately report slow traffic conditions.
Not true. I live in LA. Commute times last for hours in the morning and at night. Both of which, especially the night, overlap times when kids are not in school.
This. Its not the increase in traffic on small streets that is a problem. Its people still driving the same speed as they were on main roads and not fully stopping at stop signs.
If its against the law then ignorance or accident is no excuse. A cop could always decide to issue a warning instead but they will only beable to hear the "oh sorry I got lost" so many times before they ignore it. Especially if the driver has a nav system running.
