This does seem ripe for abuse. There’s already a wave of police just taking money and valuables as civil forfeiture.

I live a few blocks from a school and every single school day at 3:00 its impossible to drive on the road in front of the school. Parents block lanes, double-park, stop in the middle of traffic for their kids to jump in the car, etc. Yes. Its super aggravating.

The root problem here is driving the kids to school. School busses, city busses and walking or biking are the right way to do it.
